The Home Delivered Meals Program
is designed to provide a well-balanced
daily meal to homebound older
adults who are unable to prepare
adequate meals for themselves and
have no other means for assuring
healthful nutrition.
On Monday, Wednesday and Friday,
a hot meal is delivered to the older
adult’s home. Tuesday and Thursday
meals are a cold bag lunch delivered
with the previous day’s hot meal.
Volunteers from the local senior
center deliver the meals to the older
adult’s home. The Northeastern
Senior Center is seeking volunteers
for home delivered meals, please
call 717-266-1400 if interested.
Although this is a brief contact it
does provide a check on the well being of the homebound individual. The home delivered meal service is not a cost
shared service.
Monetary donations can be made to the York County Area Agency on Aging.
Care managers need to complete an in-home assessment to determine eligibility for Home Delivered Meals.
Eligibility For Home Delivered Meals
To be eligible for Home Delivered Meals services an individual must be:
A York County resident in a non-institutional setting.
60 years of age or older.
Have a physical, mental or emotional disability, which prohibits the individual from leaving his/her
residence on a regular basis and/or prevents them from preparing a nutritious meal.

Rent-A-Kid Program
Call for a Rent-A-Kid in Your Area
York County seniors interested in help with spring cleanup, mowing,
yard work, electronic devices, or with other household chores are
encouraged to arrange for a Rent-A-Kid.
The Rent-A-Kid program, sponsored by the York County Area Agency
on Aging, is an intergenerational program that connects York County
older adults and teenagers together.
For over 30 years, Kids have been helping and learning from older
adults through the Rent-A-Kid program. It gives individual teenagers
the chance to help York County senior citizens, 60 years or older,
with indoor and outdoor household chores. The senior needs to
be agreeable to a reimbursement of a minimum of $5/hour, or a
negotiated rate based on the job.
Interested York County residents age 60 or older can
get assistance by calling Hope Eberly at 717-771-9103 or
1-800-632-9073.

APPRISE is the State Health Insurance Assistance Program
which provides counseling for people with Medicare in
Pennsylvania. It was created by the Pennsylvania
Department of Aging to help Pennsylvanians understand
Medicare and their other health insurance benets.
Locally, this program is oered by the York County
Area Agency on Aging.
APPRISE counselors are specially-trained volunteers who
have direct access to state and federal Medicare resources.
They are able to answer questions about Medicare,
Medicaid, Medigap, Medicare Advantage plans and the
prescription drug program. They can help you to:
•  Understand your Medicare benets by explaining which
services are covered under Part A and B and your
Medicare Summary Notice.
•  Make informed choices about Medicare coverage
options, including Medicare appeals process and assist
with appeals paperwork.
•  Select a Medigap insurance policy.
•  Explain nancial assistance programs that may be
available to assist in paying for your Medicare premiums,
deductibles and coinsurance, as well as your prescription
drug needs.
•  Explain the Medicare prescription drug benet.
•  Make presentations on Medicare to your organization.
To ensure the safety of our clients and counselors, the
York APPRISE Program is currently conducting
appointments over the phone or computer. To

Drones / RC Airplanes
The use of motorized model airplanes and drones is restricted to
designated areas and prohibited after 9:00 a.m. Model rockets or
the like are prohibited at all times. The restricted hours for the use
of drones may be modied upon written request to the township
manager or recreation director, and upon request of a written
modication. The use of drones must comply with applicable
federal aviation administration (FAA) regulations. The drone operator is responsible for compliance. Section 16-111 of
the Codied Ordinances of Manchester Township

to cigarettes, cigars, illegal drugs,
and vaping is prohibited in/on
all Manchester Township park

The use of motorized vehicles, except on areas designated as driveways
or for parking during the time when recreational facilities are open to
the public and for Manchester Township maintenance vehicles, within
Manchester Township recreational facilities, is PROHIBITED. The term
“motorized vehicles” shall include, but not be limited to, licensed motor
vehicles as dened by the Pennsylvania Motor Vehicle Code, trail bikes or
dirt bikes, all-terrain vehicles (three or four wheeled,) snowmobiles, golf carts
and hoverboards.

Financial scams and identity theft are
on the rise and the reliability of the
US Mail service is not what it used to
be! Below are some simple steps we
can all take to protect our nancial
integrity.
• Never give out personal information
to strangers in response to texts,
emails or phone calls. Always verify
the inquiry is genuine by calling the
person or institution directly before
providing protected information.
• Review your nancial statements
at least monthly and immediately
contact your institution if you
see unauthorized usage or something
seems amiss. It is also prudent to
monitor your credit reports annually
by visiting annualcreditreport.com
or calling 877-322-8228 for free
reports.
• Make sure outbound mail is put in
a secure USPO mailbox. Scammers
can easily target mailboxes with the
ag “up” to gain access credit card
and bank account information.

The Drain Is Just For
The Rain
It is illegal to dump anything into the storm
sewers located along the streets. Do not
dump used oil, gasoline, or grass clippings
into the storm sewers.
Any building or zoning permit
application that proposes any new
impervious area must rst satisfy the
requirements of the storm water
management ordinance.
Ultimately it is the property
owners’ responsibility to control
runo from their property.
This requirement is a mandate from
the United States Environmental
Protection Agency EPA, Pennsylvania
Department of Environmental
Protection DEP and the County of
York. Manchester Township passed
Ordinance 2022-06 in order to comply
with the mandate. Failure to comply
with the mandates would subject the
township as a whole to penalties from
either DEP and/or EPA.
Put simply, if property owner builds
or places on their lot something
that covers the ground so that
rainwater cannot penetrate or that
will not allow grass to grow
something must be done to allow
the runo to soak into the ground
under a normal rain condition.
Anyone applying for a Building or
Zoning Permit is required to address
the storm water runo from any new
impervious area to be installed or
placed on any lot.
You will need to know the
measurements of all structures,
patios, sidewalks, swimming pools
and paving, existing and proposed, on
your lot in order obtain a storm water
permit to meet these requirements
BEFORE a building or zoning permit
will be able to be issued.

Tree Trimming
Ordinance #2014-01
3 Foot Hedges
Property owners are required to maintain clearance of trees and similar
vegetation from the street cartway (curb to curb) to a height above the
cartway of fourteen feet (14’). Upon notication of a violation, the property
owner shall have 30 days to correct the violation prior to being subject to
penalties. Ordinance #2014-01 is available for review on the township web site
mantwp.com.
When considering your clean up and/or landscaping, please remember to keep
your trees, hedges and bushes trimmed to no higher than three feet (3’) within
the clear sight triangle of any intersection of any street to improve safety and
visibility.
MS4 / Municipal Separate Storm Sewer System
PLEASE DO NOT POLLUTE. Here are 10 things you can
do at home:
1. Use fertilizers sparingly and sweep up driveways and
gutters.
2. Never dump anything down storm drains or in
streams.
3. Vegetate bare spots in your yard.
4. Compost your yard waste.
5. Use least toxic pesticides, follow labels, and learn
how to prevent pest problems.
6. Direct downspouts away from paved surfaces;
consider a rain garden to capture runo.
7. Take your car to the car wash instead of washing it in
the driveway.
8. Check your car for leaks and recycle your motor oil.
9. Pick up after your pet.
10. Have your septic tank pumped and system inspected
regularly.

excluding grass clippings.
Materials should be packaged as follows:
•  Place items in either Biodegradable Kraft bags or tied
in easily handled bundles.
•  Bundles should be no longer than four (4) feet in length.
•  Bundles should not weigh more than 30 lbs. each.
•  Branches should not exceed 6 inches in diameter.

Weather Warnings
With the winter months upon us, please take note of the
following warning terms that PEMA (Pennsylvania
Emergency Management Agency) advises are used when
broadcasting alerts:
WINTER STORM WATCH – Be alert. A storm is likely.
WINTER STORM WARNING – Take action. The storm is in
or near the area.
BLIZZARD WARNING – Snow and strong winds combined
will produce blinding snow, near zero visibility, deep drifts
and life-threatening wind chill. Seek refuge immediately.
WINTER WEATHER ADVISORY – Winter weather conditions
are expected to cause signicant inconveniences and may
be hazardous, especially to motorists.
FROST/FREEZE WARNING – Below freezing temperatures
are expected to cause signicant damage to plants, crops
or fruit trees.
FLASH FLOOD WATCH – Be alert to signs of ash ooding
and be ready to evacuate on a moment’s notice.
FLASH FLOOD WARNING – A ash ood is imminent. Act
quickly to save yourself because you may have only
seconds to react.
FLOOD WARNING – Flooding has been reported or is
imminent. Take necessary precautions.
Snow Removal
Snow removal presents a challenge to Manchester
Township. During an active snowstorm the public works
department will attempt to keep open the major routes
(arterial and collector) streets of Manchester Township to
facilitate the movement of emergency vehicles. As a storm
subsides the snowplows will methodically plow each and
every public street in Manchester Township. Residents
can assist the public works department by moving, where
possible, vehicles o of the streets during and after the
storm event.
According to the Pennsylvania Second Class Township
Code, responsibility for the maintenance of sidewalks
rests with the adjoining property owner. Therefore,
remember to be a good neighbor and remove snow from
sidewalks to keep them safe for pedestrians.
The Township is NOT RESPONSIBLE for damage to
mailboxes since they are located in the right-of-way.
Manchester Township DOES NOT provide snow and ice
removal on any state roadways.
Helpful Hints
1.  When shoveling out the mouth of your driveway,
deposit snow to the right or “downstream.” This will
help to avoid the re-depositing of the snow in your
driveway when the plow comes to your street.
Remember it is impossible to not have snow pushed
into your driveway. Please do not throw the snow from
your property into the street.
2.  Please allow yourself some additional time to travel.
3. Use common sense and “Be Patient.”
4.  Keep a ashlight, a battery powered radio and
emergency equipment available in case of a disruption
in power.
Fire Hydrants
Clearing snow away from re hydrants is a very important
responsibility.
The re department asks residents to clear a 36-inch path
around hydrants to allow for access.
If you join together with your neighbors, it only takes a few
minutes to ensure the re hydrants are clear of snow.
Please take the few extra minutes needed to protect your
home and family.

Reminder
Please place all of your trash and
recyclables at the curb by 6:00 am the
day of your scheduled collection.
Do NOT place trash receptacles at your
collection point more than 24 hours
before the scheduled collection.
This would be a violation of Section
20-105.1 of the Manchester Township
Code of Ordinances.
It is also a violation of Section 20-210
to steal recyclable materials from
recycling containers.
Whenever there is a theft or
disgurement of road signs and other
Township property, this vandalism
costs tax dollars to replace and
repair – dollars that could be spent
elsewhere.

Penna. Act 229 of 2002, portions of
which became eective on February 21,
2003, requires motorists to turn their
headlights on when driving through a
posted work zone.
Additionally, Act 229 establishes penalties
for a motorist convicted of exceeding
the work zone speed limit by 11 miles or
more per hour by having his or her license
suspended for 15 days.

some scary thoughts while
reminding Pennsylvanians
to be vigilant against the
Spotted Lanterny as the
bugs begin laying eggs on
at surfaces to hatch in the spring.
“Every Spotted Lanterny egg mass not scraped and destroyed now is up
to 50 more of these invasive, destructive bugs we can expect to hatch next
spring,” said Redding. “We need every Pennsylvanian to hunt for egg masses
this fall and winter and destroy them – or we’re in for a scary spring.”
Spotted Lanterny egg masses are a light gray wax-like substance that take
on the appearance of mud and include 30-50 eggs. Egg masses can be found
on many at surfaces including trees, rocks, and outside objects such as
picnic tables, playground equipment, grills, and sidings of homes.
Property owners can scrape egg masses whenever encountered using a hard
or rigid tool such as a credit card, putty knife, or a stick. Research has not yet
conrmed whether egg masses can survive if scraped onto the ground, so it
is best to scrape the egg masses in a downward motion into a container or
bag with rubbing alcohol or hand sanitizer.

Medication Take-Back
Box Program
York County residents may anonymously deliver unused
prescription and over-the-counter medications to secure
Medication Return Boxes located in nearly all York County
Police Department lobbies. There is no fee and the boxes
are available year-round during lobby hours as listed,
except on holidays. Residents interested in disposing of
medication in a Medication Return Box location should
remove their personal information from containers
before disposal.
Place unused medications in your regular garbage To
minimize potential impacts to human health and the
environment, take medication out of its original container
and mix it with an undesirable substance, such as used
coee grounds or kitty litter. The medication will be less
appealing to children and pets, and unrecognizable to
people who may intentionally go through your trash.
Place the mixture in a sealed bag, can or other container
to prevent the medication from leaking. Before disposing
of a prescription medicine container, destroy all
identifying information to protect your identity and
personal health information.
Free prescription medication delivery at the RRC – Make
an appointment to deliver your unused prescription (no
over-the-counter) medications to the RRC at no charge.
Prescription medications accepted must come from a
single York County household (medications collected
from multiple households cannot be accepted). Residents
must call 717-845-1066 to make an appointment to
deliver prescription medications to the RRC and are
required to complete a brief registration form. At the
RRC, residents will be escorted by an Authority
representative to dispose of the medications. The
disposal process takes approximately 20 minutes.

Per Ordinance #2007-01, don’t place basketball hoops or
other sporting equipment in roadway or in road right-of-
way so play can occur in the street.
The following are strictly prohibited and declared a
nuisance:
The throwing, pushing, blowing, placing or plowing of
snow from private property into or onto a cartway of
any street.
Piling snow more than 3 feet high within the clear sight
triangle of any intersection of any street.
The placing of mulch, stone, dirt or building materials
from private property into or onto a cartway of any
street.
Basketball hoops or other sports equipment within
the street or road right-of-way.
Detached trailers or storage units within the cartway.
Dumping of any substances (oil, grass, etc.) into any
storm sewer.
Stone or brick mailboxes require a road occupancy
permit before construction.
Any person who violates or fails to comply with these
provisions may be ned up to $600.00 per day.
Animal Control
Ordinance / #2009-05
In 2009 the Manchester Township Board of Supervisors
adopted an animal control ordinance which addresses
the keeping of domestic animals, as well as feral cat(s),
and requires that anyone “keeping” a feral cat or cats,
must see that they have been trapped, neutered and
released (TNR) back into the wild.
The York County SPCA (717-764-6109) or Manchester
Township’s animal enforcement ocer, Michelle Klugh
(Klugh Animal Control) (717-916-1413), can provide
assistance with feral cats.
Please be responsible in helping protect public health
and safety by participating in a TNR program to
control the feral cat population.
Smoke Testing
Sewer Lines
When: Monday through Friday. 7:00 am to 3:30 pm
NOTICE — Manchester Township Public Works
Department periodically conducts smoke tests of
the sanitary sewer lines.
Smoke should not enter premises unless a leak is
present. This smoke is non-toxic, non-corrosive, and
will not leave a stain. If smoke enters a home, it will
soon dissipate. Opening doors and windows will help.
Any presence of smoke within the house should be
reported to the township oce at 717-764-4646. Avoid
unnecessary exposure to the smoke. The smoke is
relatively harmless, but all smoke is temporary and
quickly disappears after exposure has ceased.

Have you wondered what the double arrow signs, which are located under “No Parking”
symbol signs, represent? The “No Parking” symbol signs and related double arrows are
posted in accordance with PennDOT sign regulations which require the use of the double
arrow signs to inform motorists that parking is restricted BETWEEN the posted “No
Parking” symbol signs along the same side of the street on which the “No Parking” symbol

All construction, additions, placement of prebuilt structures
(sheds, swimming pools, etc), paving, patios, fences, and
decks require that a permit be obtained BEFORE any work
can legally be started. This includes inatable swimming
pools over 18” if new or previously removed.
State law requires the township to adopt the Uniform
Construction Code (UCC), better known as the “building
code”. The UCC allows a municipality up to 15 working days
to review a permit application for residential properties
and either grant or reject the permit from the time a
completed application is submitted to the municipality. A
completed application includes a completely lled out
application form, 3 copies of a site plan for the entire lot
showing all existing and proposed improvements on the
lot (including driveways, buildings, patios, decks, and
sidewalks) with all dimensions and distances to property
lines and 3 copies of all documentation related to the
proposed improvements. Manchester Township strives to
process the permits as quickly as possible although during
busy times of the year it may take the full 15 working days.
NO WORK can be started until you have a granted permit
in hand and a placard placed in a location that can be seen
from the street.
Plan Ahead For Building Permits
Under the Pennsylvania Governmental Immunity Statute, Manchester Township has limited legal responsibility
for sewer and water backups. You should contact your homeowner’s or commercial insurance agent to make
sure you carry coverage for sewer and water backups under your homeowner’s or commercial property policy. Some
homeowner’s policies do not include this coverage automatically. We recommend that you purchase this
valuable coverage.

Project Lifesaver provides law enforcement with a
program designed to protect, and when necessary,
quickly locate individuals with cognitive disorders who
are prone to the life threatening behavior of wandering.
The necessity of this program was determined through
the correlation between cognitive conditions and the act
of wandering. The program has grown from a localized
program to a program recognized internationally as a
proven and eective method of “bringing loved ones
home.”
The method relies on proven radio technology and
specially trained search and rescue teams. Citizens
enrolled in Project Lifesaver wear a small transmitter on
the wrist or ankle that emits an individualized frequency
signal. If an enrolled client goes missing, the caregiver
noties their local Project Lifesaver agency, and a trained
emergency team responds to the wanderer’s area. The
rst responders will then use the client’s individualized
frequency to locate the position of the individual.
The Northern York County Regional Police Department
has nine ocers trained in the operation of the Project
Lifesaver Program. Four of these ocers are School
Resource Ocers.
