Food Trucks And Flicks Friday Evenings / 5:00 pm
Manchester Township is excited to announce its lineup
for Food Truck and Flicks.
Join us in the park for a variety of foods from area food
trucks from 5:00 PM – 8:00 PM. This event is free and
open to the public, just pay as you eat! Some vendors
accept cash and credit cards, so it is best to check with
each vendor before ordering.
Food trucks will be set up to serve visitors in the parking
lot in front of Inspiring Hope Playground. Enter the park
at the Greenbriar road entrance.

The use of motorized vehicles, except on areas designated as driveways
or for parking during the time when recreational facilities are open to
the public and for Manchester Township maintenance vehicles, within
Manchester Township recreational facilities, is PROHIBITED. The term
“motorized vehicles” shall include, but not be limited to, licensed motor
vehicles as dened by the Pennsylvania Motor Vehicle Code, trail bikes
or dirt bikes, all-terrain vehicles (three or four wheeled,) snowmobiles,
golf carts and hoverboards.

Manchester Township Code of Ordinance Section 2-103 states that the owner of any dog that defecates on
any private or public land within Manchester Township must immediately remove or clean up such

The Home Delivered Meals Program is designed to provide a well-balanced daily meal to homebound older
adults who are unable to prepare adequate meals for themselves and have no other means for assuring healthful
nutrition.
On Monday, Wednesday and Friday, a hot meal is delivered to the older adult’s home. Tuesday and Thursday meals
are a cold bag lunch delivered with the previous day’s hot meal.
Volunteers from the local senior center deliver the meals to the older adult’s home. The Northeastern Senior
Center is seeking volunteers for home delivered meals, please call 717-266-1400 if interested. Although this is a
brief contact it does provide a check on the well being of the homebound individual. The home delivered meal
service is not a cost shared service.
Monetary donations can be made to the York County Area Agency on Aging.
Care managers need to complete an in-home assessment to determine eligibility for Home Delivered Meals.
Eligibility For Home Delivered Meals
To be eligible for Home Delivered Meals services an individual must be:
A York County resident in a non-institutional setting.
60 years of age or older.
Have a physical, mental or emotional disability, which prohibits the individual
from leaving his/her residence on a regular basis and/or prevents them from
preparing a nutritious meal.

Rent-A-Kid Program
Call for a Rent-A-Kid in Your Area
York County seniors interested in help
with spring cleanup, mowing, yard
work, electronic devices, or with other
household chores are encouraged to
arrange for a Rent-A-Kid.
The Rent-A-Kid program, sponsored by
the York County Area Agency on Aging,
is an intergenerational program that
connects York County older adults and teenagers together.
For over 30 years, Kids have been helping and learning
from older adults through the Rent-A-Kid program. It
gives individual teenagers the chance to help York County
senior citizens, 60 years or older, with indoor and outdoor
household chores. The senior needs to be agreeable to a
reimbursement of a minimum of $5/hour, or a negotiated
rate based on the job.

get assistance by calling Hope Eberly at 717-771-9103

based on the millage rates established
by three entities: County, School,
and Municipality.
Here in Manchester Township our
property taxes are divided among
York County, Central York School District,
and Manchester Township.

One mill is equal to 1/1,000 of a dollar tax on your property value, so if your property

Township does not receive any portion of either county or school taxes.

York County residents may
anonymously deliver unused
prescription and over-the-
counter medications to secure
Medication Return Boxes
located in nearly all York County
Police Department lobbies.
There is no fee and the boxes
are available year-round during
lobby hours as listed, except on
holidays. Residents interested in
disposing of medication in a Medication Return Box
location should remove their personal information from
containers before disposal.
Place unused medications in your regular garbage – To
minimize potential impacts to human health and the
environment, take medication out of its original container
and mix it with an undesirable substance, such as used
coee grounds or kitty litter. The medication will be less
appealing to children and pets, and unrecognizable to
people who may intentionally go through your trash.
Place the mixture in a sealed bag, can or other container
to prevent the medication from leaking. Before disposing
of a prescription medicine container, destroy all
identifying information to protect your identity and
personal health information.
Free prescription medication delivery at the RRC – Make
an appointment to deliver your unused prescription (no
over-the-counter) medications to the RRC at no charge.
Prescription medications accepted must come from a
single York County household (medications collected
from multiple households cannot be accepted). Residents
must call 717-845-1066 to make an appointment to
deliver prescription medications to the RRC and are
required to complete a brief registration form. At the
RRC, residents will be escorted by an Authority
representative to dispose of the medications. The
disposal process takes approximately 20 minutes.

It is tax time again and I would like to

numbers make it dicult to reach
you if there is a question or problem
with your check, resulting in missed
rebates and late payments.
The rebate period for 2024 County/
Township payments ends at midnight
on April 15, 2024. The oce window
will be open from 9:00 am to 4:30 pm
on Monday, April 15th for last minute
payments. Any payments received in
the night drop box on the morning of
April 16th will be considered paid at
rebate. Please do not ask me to
break the law and accept payments
after the deadline.
I receive many requests for changes
to the homeowner information on
the tax bills. Please note, for your
protection, I am not able to change
the name printed on your tax notice.
The name on the tax bill comes from
the York County deed database. If
you would like to change your name
due to marriage, etc. it must be
changed at the Recorder of Deeds
oce. The only exception is I can
remove a deceased spouse’s name
from the bill at the surviving spouse’s
request with a copy of the death
certicate.

HOW? A few simple steps will allow you to close your street for some fun.
Your request should be submitted in writing, in a timely fashion, to the attention of the township manager.
Please include the following in your request:
1. The date and time of the block party, & whether there is a rain date.
2. A drawing showing the exact location and whether there is an alternate route which can be used by motorists
while the road is closed.
3. The signature of all property owners adjacent to the section of the aected roadway which you would like to close
indicating they have no objection.
The Board of Supervisors must authorize any closures of township streets (this does not include state roadways)
Once these steps are followed, the Board will most likely grant your request. Upon granting such a request, the
Board directs that the township public works department drop o barricades which can be used to close the roadway
during your block party. The township does request you keep all tables and chairs to one side, so in the event that
there would be an emergency situation an ambulance, re truck or police car, could easily gain access to the area by
using the side of the roadway where there are no obstacles.

Animal Control Ordinance / #2009-05
In 2009 the Manchester Township Board of Supervisors adopted an animal
control ordinance which addresses the keeping of domestic animals, as
well as feral cat(s), and requires that anyone “keeping” a feral cat or cats,
must see that they have been trapped, neutered and released (TNR) back
into the wild.
The York County SPCA (717-764-6109) or Manchester Township’s animal
enforcement ocer, Michelle Klugh (Klugh Animal Control)
(717-916-1413), can provide assistance with feral cats.
PLEASE BE RESPONSIBLE IN HELPING PROTECT PUBLIC HEALTH AND
SAFETY BY PARTICIPATING IN A TNR PROGRAM TO CONTROL THE
FERAL CAT POPULATION.
Smoke Testing Sewer Lines

NOTICE — Manchester Township Public Works Department
periodically conducts smoke tests of the sanitary sewer lines.
Smoke should not enter premises unless a leak is present. This smoke is
non-toxic, non-corrosive, and will not leave a stain. If smoke enters a home,
it will soon dissipate. Opening doors and windows will help. Any presence
of smoke within the house should be reported to the township oce at
717-764-4646. Avoid unnecessary exposure to the smoke. The smoke is
relatively harmless, but all smoke is temporary and quickly disappears after
exposure has ceased.

Per Ordinance #2007-01, don’t place basketball hoops or
other sporting equipment in roadway or in road right-of-
way so play can occur in the street.
The following are strictly prohibited and declared a
nuisance:
a)The throwing, pushing, blowing, placing or plowing of
snow from private property into or onto a cartway of any
street.
b) Piling snow more than 3 feet high within the clear
sight triangle of any intersection of any street.
c) The placing of mulch, stone, dirt or building materials
from private property into or onto a cartway of any street.
d) Basketball hoops or other sports equipment within
the street or road right-of-way.
e) Detached trailers or storage units within the cartway.
f) Dumping of any substances (oil, grass, etc.) into any
storm sewer.
Stone or brick mailboxes require a road occupancy
permit before construction.
Any person who violates or fails to comply with these
provisions may be ned up to $600.00 per day.

Zoning Spotlight
Alicia Johnson joined the Manchester Township Zoning Department in July 2023 as the Codes Enforcement
Ocer. One of Alicia’s main responsibilities is to respond to resident property complaints. When a property
complaint is received a site inspection will be conducted. If a violation is found, Alicia will contact the property
owner via letter to seek resolution of the violation. Upon receipt of a letter, the property owner should contact
the oce to resolve the violation. If there is no resolution, a Notice of Violation would follow. A continued lack of
resolution would result in a formal ling with the Magisterial District Judge. Alicia works hard to help residents
come into compliance.
Alicia and the Zoning Team also work to ensure building permits are completed and Certicate of Occupancy are
issued. Please consider this as a reminder to contact the township oce at the conclusion of permitted work as
this will aid in the process and assist with open permit backlogs.
Alicia’s job has her out throughout Manchester Township. If you see her, she will display a township employee

All construction, additions, placement of prebuilt structures
(sheds, swimming pools, etc), paving, patios, fences, and
decks require that a permit be obtained BEFORE any work
can legally be started. This includes inatable swimming pools
over 18” if new or previously removed.
State law requires the township to adopt the Uniform
Construction Code (UCC), better known as the “building
code”. The UCC allows a municipality up to 15 working days
to review a permit application for residential properties and
either grant or reject the permit from the time a completed
application is submitted to the municipality. A completed
application includes a completely lled out application form,
3 copies or an electronic version of a site plan for the entire
lot showing all existing and proposed improvements on
the lot (including driveways, buildings, patios, decks, and
sidewalks) with all dimensions and distances to property
lines and 3 copies or an electronic version of all
documentation related to the proposed improvements.
Manchester Township strives to process the permits as
quickly as possible although during busy times of the year it
may take the full 15 working days. NO WORK can be started
until you have a granted permit in hand and a placard placed in a location that can be seen from the street.

Time to Change Those Batteries in Your Smoke Detectors!!!
If you have a sealed smoke detector with a 10-year battery
test the detector by pressing the test button to activate.
Check the dates on all your detectors. We recommend
replacing all smoke and CO detectors every 10 years.
Hard wired smoke detectors should have a battery backup.
Replace the battery to ensure operation in a power outage.
Smoke and Carbon Monoxide detectors come in many
styles and models. If you have any questions on what
you need for your home contact York Area United Fire &

We recommend at least one detector on each oor of your
home. And prefer one in every bedroom. (Sleeping with
your bedroom door closed)

Any building or zoning permit application that proposes
any new impervious area must rst satisfy the requirements
of the storm water management ordinance.
Ultimately it is the property owners’ responsibility to
control runo from their property.
This requirement is a mandate from the United States
Environmental Protection Agency EPA, Pennsylvania
Department of Environmental Protection DEP and the
County of York. Manchester Township passed Ordinance
2022-06 in order to comply with the mandate. Failure to
comply with the mandates would subject the township as
a whole to penalties from either DEP and/or EPA.
Put simply, if property owner builds or places on their
lot something that covers the ground so that rainwater
cannot penetrate or that will not allow grass to grow
something must be done to allow the runo to soak
into the ground under a normal rain condition.
Anyone applying for a Building or Zoning Permit is required
to address the storm water runo from any new
impervious area to be installed or placed on any lot.
You will need to know the measurements of all structures,
patios, sidewalks, swimming pools and paving, existing
and proposed, on your lot in order obtain a storm water
permit to meet these requirements BEFORE a building or
zoning permit will be able to be issued.

Property owners are required to maintain clearance of trees and similar
vegetation from the street cartway (curb to curb) to a height above
the cartway of fourteen feet (14’). Upon notication of a violation, the
property owner shall have 30 days to correct the violation prior to being
subject to penalties.

to keep your trees, hedges and bushes trimmed to no higher than three

How can you reduce the number of mosquitoes around
your home and neighborhood?
Mosquitoes breed in standing water. Even a small bucket
that has stagnant water in it for seven days can become
home to up to 1,000 mosquitoes. Here are some easy tips
to eliminate standing water:
Dispose of tin cans, plastic containers, ceramic pots
or similar water holding containers that have
accumulated on your property. Do not overlook
containers that have become overgrown by aquatic
vegetation.
Pay special attention to discarded tires that may have
accumulated on your property.
Drill holes in the bottom of recycling containers that
are left out of doors. Drainage holes that are located
on the container sides collect enough water for
mosquitoes to breed in.
Clean clogged roof gutters on an annual basis,
particularly if the leaves from surrounding trees have
a tendency to plug up the drains. Roof gutters are
easily overlooked but can produce millions of
mosquitoes each season.
Turn over plastic wading pools when not in use. A
wading pool becomes a mosquito producer if it is not
used on a regular basis.
Turn over wheelbarrows and do not allow water to
stagnate in birdbaths. Both provide breeding habitat
for domestic mosquitoes.
Aerate ornamental pools or stock them with sh.
Water gardens are fashionable but become major
mosquito producers if they are allowed to stagnate.
Clean and chlorinate swimming pools that are not
being used. A swimming pool that is left untended by
a family that goes on vacation for a month can produce
enough mosquitoes to result in neighborhood-wide
complaints. Be aware that mosquitoes may even
breed in the water that collects on swimming
pool covers.

Project Lifesaver provides law enforcement with a
program designed to protect, and when necessary,
quickly locate individuals with cognitive disorders who
are prone to the life threatening behavior of wandering.
The necessity of this program was determined through
the correlation between cognitive conditions and the act
of wandering. The program has grown from a localized
program to a program recognized internationally as a
proven and eective method of “bringing loved ones
home.”
The method relies on proven radio technology and
specially trained search and rescue teams. Citizens
enrolled in Project Lifesaver wear a small transmitter on
the wrist or ankle that emits an individualized frequency
signal. If an enrolled client goes missing, the caregiver
noties their local Project Lifesaver agency, and a trained
emergency team responds to the wanderer’s area. The
rst responders will then use the client’s individualized
frequency to locate the position of the individual.
The Northern York County Regional Police Department
has nine ocers trained in the operation of the Project
Lifesaver Program. Four of these ocers are School
Resource Ocers.

that is at risk of wandering away and you feel they should
be enrolled in the Project Lifesaver Program please visit

The Manchester Township Public Works
Dept. will be performing street sweeping
throughout the spring. We will try to get to
all areas as expeditiously as possible.
Please be cooperative by moving all vehicles
from posted streets.
Slow Down...
The spring weather will bring some added dangers while driving in residential areas. Young children are playing
outdoors, walkers, bikers, runners, and other pedestrians will also be out in force. Are you driving too fast for
conditions?
The Northern York County Regional Police Department receives several complaints each week in regards to
vehicles exceeding the speed limit in numerous neighborhoods. Please be mindful of your speed and the inherent
dangers while driving through the neighborhood.
The Board of Supervisors and police department jointly ask you to please eliminate the risks inherent with
speeding vehicles by slowing down.

If you do not want solicitors, you must post a sign at least 3”X5” with letters no less than 1/3” in height

Spotted Lanterny
Agriculture Secretary Russell Redding shared some scary thoughts while reminding Pennsylvanians to be vigilant
against the Spotted Lanterny as the bugs begin laying eggs on at surfaces to hatch in the spring.
“Every Spotted Lanterny egg mass not scraped and destroyed now is up to 50 more of these invasive, destructive
bugs we can expect to hatch next spring,” said Redding. “We need every Pennsylvanian to hunt for egg masses this
fall and winter and destroy them – or we’re in for a scary spring.”
Spotted Lanterny egg masses are a light gray wax-like substance that take on the appearance of mud and include
30-50 eggs. Egg masses can be found on many at surfaces including trees, rocks, and outside objects such as picnic
tables, playground equipment, grills, and sidings of homes.
Property owners can scrape egg masses whenever encountered using a hard or rigid tool such as a credit card, putty
knife, or a stick. Research has not yet conrmed whether egg masses can survive if scraped onto the ground, so it is
best to scrape the egg masses in a downward motion into a container or bag with rubbing alcohol or hand sanitizer.
